Last week, elected officials gathered on a playground in East Baltimore to call for a stop to a project called EBDI, or East Baltimore Development, Incorporated. The $1.8 billion dollar effort began a decade ago. When it was formed, EBDI promised to hire local workers and companies to carry out the construction. Officials say that’s not happening, nor are the residents who were moved to make room for the project benefiting financially.
