On Wednesday, Baltimore officially began its transition from the administration of Mayor Sheila Dixon to the administration of Mayor Stephanie Rawlings-Blake. To get a sense of how that transition will happen, we talk to Otis Rolley, III, who headed Dixon’s transition team when she became mayor. And for a read on how this changes the contours of Baltimore’s political landscape, we talk to local political guru and JHU professor emeritus Matthew Crenson.
