When is a candidate really a candidate? Is it when they form an exploratory committee? Is it when they first ask someone for a campaign contribution? Is it when they file a certificate of candidacy? What is a certificate of candidacy? Nathan takes up these questions with Judith Ingram, Press Officer for the Federal Election Commission, Jared DeMarinis, Director of Candidacy and Campaign Finance for the Maryland State Board of Elections, Annapolis lobbyist Bruce Bereano, and Art Buist, a former reporter for WYPR who’s running for the House of Delegates in the 42nd District.
