First a towing kickback scandal, and now an officer’s been arrested for dealing drugs. It’s been a rough year for the Baltimore Police Department. What’s it like to be on the force during a time like this?

We talk about recruitment, morale, and other repercussions of the recent turmoil with Doug Ward, who spent 27 years with the Maryland State Police and now directs Johns Hopkins University’s Division of Public Safety Leadership.
