2-29-12: Second Chances for Former Convicts

Looking at new programs to help prisoners reenter society.

Over the past few decades, the incarceration rate in Maryland has risen from 165 per 100,000 people in 1966 to 412 per 100,000 in 2011.  Many of those prisoners are re-offenders–people who have returned to state prison within three years of their release.

There are several bills before the General Assembly right now meant to help offenders re-enter society-–and to lower the rate of recidivism.  A rally is being held in Annapolis tomorrow in support of those measures.

Sheilah talks about the bills with Jason Perkins-Cohen, Executive Director of the Job Opportunities Task Force, and Greg Carpenter, case manager for the Jericho Reentry Program.
